- Affordable Housing Crisis in Canada and Innovative Solutions [Case Study]
Canada has been grappling with an affordable housing crisis for some time, with many Canadians finding it increasingly difficult to afford safe and suitable housing. The issue, particularly acute in the densely populated provinces of Ontario and British Columbia, has driven both governmental and non-governmental organizations to seek innovative solutions. In this context, we highlight the collaborative initiative of the Our House | Notre Maison Coalition, led by Habitat for Humanity Ontario Gateway North (OGN) and Soublière Constructors, with the support of MetaLigna. This case study will focus on the broader affordable housing crisis in Canada and the innovative solutions being developed to combat it. The Extent of the Crisis As per Statistics Canada, one in four tenant households spent 50% or more of their income on shelter costs in 2018, with Ontario having the highest percentage of households exceeding this threshold. Notably, these figures do not account for the further economic strain induced by the COVID-19 pandemic, which has likely intensified the housing crisis. The situation is dire in the City of Greater Sudbury, Ontario, where the crisis has been particularly felt. The region has experienced a high demand for rental housing coupled with a low vacancy rate, driving rental prices up and creating a housing crunch that disproportionately affects marginalized populations. Innovative Solutions to the Housing Crisis The Our House | Notre Maison Coalition was formed to address these challenges, aiming to move beyond traditional homebuilding models and construct as many homes as possible in a shorter timeframe. To expedite the construction process, the coalition turned to MetaLigna, a company specializing in multi-story commercial and residential building systems. The modular construction technology employed by MetaLigna offers a quicker, more cost-effective alternative to traditional construction methods, making it a promising solution to the current housing crisis. By utilizing modular construction, the coalition hopes to increase the efficiency of the building process significantly. This efficiency gain can translate into more affordable homes being available to those who need them most, more quickly. Potential Outcomes and Impact The Our House | Notre Maison Coalition aims to set a sustainable business model that provides a lasting solution to the affordable housing crisis. If successful, their innovative approach could lead to an increase in the availability of affordable housing, reducing the percentage of income that tenant households need to allocate to shelter costs. Moreover, the use of modular construction opens up opportunities for skills training, apprenticeship, and employment in the assembly process. This not only contributes to the local economy but also empowers individuals by equipping them with new skills. As the coalition continues to work on this initiative, it sets a precedent for other regions across Canada. It serves as a clear demonstration that through innovative thinking, collaboration, and embracing new technologies like steel modular construction, the affordable housing crisis can be effectively addressed. This case study offers a beacon of hope and a potential roadmap to other communities facing similar housing affordability issues. - Shaping the Future: Improving the Regulatory Framework for Modular Construction [Case Study]
The Challenge: In Canada's vast and varied landscape, the modular construction sector faces unique regulatory challenges. Each jurisdiction implements its own set of construction regulations, and the resulting variation can pose difficulties for modular projects, requiring careful navigation of different rules, expectations, and practices. In addition, modular construction's distinct process, with roles ranging from design teams to off-site manufacturers and on-site installation teams, requires exceptional communication and a deep understanding of each party's responsibilities. Our Approach: At MetaLigna, we firmly believe in continuous improvement and actively seek opportunities to enhance our industry's regulatory landscape. Led by our Continuous Improvement Manager, Tapanga K., we contributed to an extensive report on the current regulatory framework for modular construction. This initiative aimed to identify potential improvements to benefit all stakeholders and improve the sector's efficiency and effectiveness. Findings and Recommendations: The report, a thorough exploration of modular construction's regulatory environment, clarified the roles and responsibilities within the modular construction process, essential for efficient operation and reducing regulatory workload. It underscored the need for consistent evaluation practices and communication methods, urging for a uniform approach to permitting, inspections, approvals, and codes applicable to modular construction. Moreover, the report discussed the content and details that should be included in a modular construction building permit application package, setting clear expectations for both the applicants and authorities. It also delved into the relevant standards and codes and their application stages, alongside an analysis of how certification programs, bodies, and third-party inspection agencies operate. Ultimately, the report provided new guidelines, promoting a clearer understanding of the regulatory landscape, and helped bolster confidence in modular construction as an efficient and effective building process. Conclusion: By participating in this analysis, MetaLigna reasserted its commitment to advancing the modular construction industry. Our team continues to work diligently, championing improved practices and procedures, and strengthening communication and understanding among all stakeholders. For the complete insights and detailed recommendations, you can access the full report here. We remain dedicated to shaping a brighter future for modular construction, grounded in sustainability, efficiency, and excellence.
- Rapid Response: Mobile Health Units for the COVID-19 Crisis [Case Study]
The Challenge: At the onset of the COVID-19 pandemic in 2021, the Canadian government found itself grappling with an urgent healthcare crisis. As hospitalizations surged, it became clear that our healthcare system was at risk of being overwhelmed. An immediate solution was needed to manage patient overflow and provide critical care services. Our Response: Stepping up to the challenge, MetaLigna, in partnership with SNC-Lavalin-PAE Inc., formed a dedicated team to design and manufacture an innovative solution - the Mobile Health Unit (MHU). These 100-bed mobile hospital units were Health-Canada-approved and designed as fully-functioning ICUs. Impressively, the first MHU was designed and manufactured in just 16 weeks. The Results: The MHUs were a game-changer in the fight against COVID-19. Capable of being transported by a C-10 plane, train, boat, or truck, these units could be swiftly deployed to any location across the country. In addition, they were designed to be re-packaged after use and redeployed to other areas as required. One notable deployment was to the Greater Toronto Area, where Mobile Health Unit's played a vital role in relieving pressure on the local healthcare system, which was strained due to a rapid rise in COVID-19 cases. Conclusion: This project showcased MetaLigna's capability to swiftly respond to an urgent healthcare crisis, underlining our commitment to innovation and society's well-being. The MHUs served as a testament to our dedication to providing sustainable, eco-friendly modular building solutions in the face of unprecedented challenges. As a certified MRCU provider, MetaLigna continues to stand ready to build modular health centers and hospitals worldwide.
